The National Union of Ethical Citizens or UNACE was founded in 2002 and was, in effect, a splinter group from the Colorado Party which supported General Lino César Oviedo Silva. The party describes itself as Right-wing and believes in Conservatism and Paraguayan nationalism.

In the 2003 election the party won seven of the 45 Senate seats and ten of the 80 Chamber of Deputies seats. The party’s presidential candidate, Guillermo Sánchez, took 13.9% of the vote and came fourth.

In 2008 they did even better, winning nine Senate seats and 16 Chamber of Deputies seats. Lino Oviedo stood for the party as their presidential candidate in the 2008 election and came third with 22.8% of the vote.

Lino Oviedo was standing for the party in the 2013 presidential election when he was killed on the night of 2nd February 2013 in a helicopter crash.
