Government prepared to talk

Government spokesman Mussa Ibrahim has said that the government is prepared to negotiate with the rebels in Libya but on the understanding that Muammar Gaddafi remains at the head of the state.

Elsewhere the rebels confirmed that they have received a consignment of weapons from outside sources and an oil supertanker has docked in rebel held Tobruk to take the first load of rebel crude oil to market.
